Reports - Template localization #726

Currently Bungeni reports generated from the scheduling screen use an 
openoffice document as a template. This document template is stored in the 
buildout folder in a folder called 'templates'.

To Do :

 * The report templates should be part of bungeni_custom, currently they are part of bungeni.main.

 * Report templates need to be customizable per language. So instead of having one report template called 'agenda.odt' we need 'agenda_en.odt' , 'agenda_fr_CM.odt' - i.e. template per locale -- so that they can be customized appropriately.
