Parliamentary Activities listing #732

The parliamentary activities listing (go to members -> click on a member -> 
switch to the parliamentary activities tab )  -- presently shows incorrect 
results. For e.g. bills do not appear in this listing.

The parliamentary activities view appears to use tagged states to display 
listings and determine publicly visible states. However the tagged states 
infrastructure was used in the older iteration of the workspaces and is 
deprecated in the configurable workspaces scenario.  This listing of 
parliamentary activities needs to be redone using an updated API.
