Response : response needs to be generalized into a "outcome" type

Response is currently a field on the Question.

However, a Response is an outcome to a question. An "outcome" can be 
conceptualized as a kind-of event. There is also a requirement for something 
similar to a Response - a "Resolution" type. e.g. Motions can have an outcome 
in a "Resolution" (which could employ a workflow similar to a response - i.e. 
motion is sent to a committee and committe makes a "Resolution" ) .
