References/Relationships between documents #775

Currently it is not possible to create references / relationships between 
documents. 

A new functionality to allow cross references between documents is required to 
create "formal" references between documents ("informal" references are still 
possible by creating a link to a bungeni document in the body field of another 
- but these should be discouraged ) .
