Content Admin for Bungeni #786

Currently the Admin user in Bungeni is a "super admin" and is able to 
administer all chambers, all content etc.

A content admin is required who is able to administer individual Chambers. So 
if there are 2 chambers , A and B they will have individual content 
administrators who will not be able to administer the other chamber.
