Looks like LaTex is doing this based on publication date.
Btw I remember now why this is. Originally I was using the full (Name, Year) citation style in the text, and so then wanted to order the bibliography alphabetically because that seemed to be the easiest way to find a given citation. When we switched to the number style, I forgot to take out the ordering by name. There will be an option somewhere in the bibliography commands to change the sort order.

The order of numeric in text citations is non-standard. Is LaTeX doing this based automatically based on the publication date or can we just move citation order around to make this look nicer?
