Add pantable Pandoc filter #11

Not sure why the table isn't working in the PR deployment (e.g. https://github.com/malariagen/ag1000g-phase3-data-paper/blob/gh-pages/PR/11/manuscript.pdf or https://malariagen.github.io/ag1000g-phase3-data-paper/PR/11/)

The build log says

pantable: include path not found. Codeblock shown as is.

which suggests that pantable got installed, but couldn't find the CSV file.

...but the images/tmp.csv does appear to be where it should be. Maybe a latency issue. (Build worked locally.)

I'll try triggering another build.

I'll try adding pantable to master first, then I'll add the demo in a separate PR.

Ref #12 Pantable path needed to be content/images/tmp.csv instead of images/tmp.csv, both of which work locally, curiously.
