Upgrade scikit-allel #36

In currently installed version of scikit-allel there is an issue which prevents use with dask distributed. This is currently being addressed in https://github.com/cggh/scikit-allel/pull/208 and will result in a new release soon. When the new release is available, upgrade scikit-allel in the root environment.

This has been done on GCP. @slejdops do you have a link to the Dockerfile that is currently being used on GCP? Is it here: https://github.com/malariagen/datalab/tree/master/malariagen-notebook ?
