Is there any way to host docker images locally at Sanger, to speed up provisioning of pods.

Have you noticed significant delays? Docker Hub at Sanger is cached so after the first provisioning it should go quickly. If you think that's not the case I suggest @slejdops opens a ticket with Service Desk (with @sanger email) to check if there is any configuration requirement (but as far as I know it should be transparent).
