Changes:

Upgrade conda to 4.8.1
Upgrade Python to 3.7
Upgrade biopython
Rebuild pinned environments
Add conda-forge/label/broken to pinned environment channels so installs will work in future even when packages are moved to broken

TODO:

[x] Recreated pinned files.
[x] Verify new pinned files install on CI.

Resolves #75.
