Updates specs README to link to specific version #8

This PR updates the README file in the docs/specs folder to link through to the specific version of the vector alignment spec document, now that that has been merged.

This is a simple way to keep track of different versions of a spec document, we used this approach in the malariagen/vector-ops repo.
