Adds Python modules with updated catalogs of data from Ag1000G releases, including new Zarr stores (xref https://github.com/malariagen/vector-ops/issues/929).

There are two catalog modules:

ag1000g.local - use this one if using data stored on a local file system, e.g., if working on kwiat cluster
ag1000g.gcp - use this if working on GCP, e.g., MalariaGEN DataLab

For an example of usage, see this notebook.
