Increase computed maxDeadline and maxBudget #109

Now when we simulate with maxBudget and maxDeadline DPDS completes ~50% of workflows. This might be changed. I propose to introduce scaling parameter (like 2.0) for maxBudget and maxDeadline. This should cause that most algorithms will eventually complete all workflows.
