Genome workflow has some large input files so it benefits from using cached files that are shared across multiple cores.

Ligo on the other hand has a lot smaller input files so it doesn't benefit much from multi-core machines. It is sometimes even worse, because it has a small budget and using more expensive machines makes it less flexible.
