Proletariat Arms in CSA Focus tree #15

For the CSA tree it seems that "Proletariat Arms" gives something called "Better Basic Guns" as a 100% bonus for the research. My issue is that the bonus only seems to apply to Stormtroopers, Mountaineers, and Mechanized.
