Summary

DynamicEnvironmentHandlerSystem was added.
A DynamicEnvironmentHandler api was defined to be used by the system.
A DynamicEnvironmentHandler implementation was provided: FixedPhaseIterationHandler
- This implementation defines a fixed amount of time that the phases should last.
- Advertises a ign service for changing the phase duration at runtime.
