Move install scripting from build scripts to this repository #21

There's quite a bit of logic in the maliput-delphyne install scripts. Really ought to have it all in the scripts here so that others aren't dependent on our build scripts. This would be the case if, for example, they wish to integrate into their own environments.

I think we could start using the drake_installer script in the github actions workflows instead of the prereqs-install script
