Summary

This package is meant to bring all related maliput binaries to the worskpace.

Tasks

[ ] Bring maliput
[ ] Provide metadata for finding installation from downstream package

Impl suggestion

As maliput and maliput_maldirive (forthcoming) are releases via BCR we can rely on them in order to bring maliput's binaries and its dependencies. Add a dummy bazel project that depends on maliput (and maliput_malidrive in the future)
