Summary

We should use a container with a known bazel version installed

Impl suggestion

In maliput and maliput_malidrive we are pushing a docker image to ghcr that's being used in CI. See:

https://github.com/maliput/maliput_malidrive/blob/main/.github/workflows/containers.yml We need to make that docker image part of maliput org instead and also use it in this CI.
