🎉 New feature

Summary

Partial testing in bazel. Further additions first need to resolve https://github.com/maliput/maliput/issues/585 (shipping of test_utilities from maliput).

[x] bazel test //... to the CI workflow
[x] Left some commented code relevant to further unit testing

Test it

Either bazel test //... in the devcontainer, or inspect the CI PR job.
