Use newer revision of pybind11 #10

This version works on 20.04; this is a test if it works also on 18.04. This is an alternative to part of #9

To test across more parts of the workspace, I started making branches with the same name in multiple repositories, but they started getting out of date and failing. I have instead created a single branch in maliput_infrastructure that should test the whole workspace. The following commit is working:

If this commit is enough proof that this change is valid for the whole workspace, then I'll rebase those branches again so they should be able to pass now

sorry, maybe I should have waited for a coordinated merge
