I noticed while playing the game when the harpoon was near the fish the lives where decreased before the harpoon touched the fish, all you need to do is decrease the size of the box collier of the harpoon.

Your comment is valid too. Hence the box collider that has been implemented to such object which is the harpoon must be changed to a polygonal one. Basically this will take the shape of the harpoon and once the such object hits the whale will hit instantly not from miles away.
