An employee should see the text tied to the activity from the CMS if a form is missing from a BPMN activity. #35
If there is no Orbeon Forms form tied to a specific activity in the BPMN process, show the same text the CMS provides. Provide a "next" button of sorts so that the user can tell the system that the activity is done.
