See the documentation for Esmeralda 2.0 for instructions. The following has been done / should be done:

[x] Create a user in Postqres.
[x] Create a DB.
[ ] Create a user on the server.
[ ] Create directories w/ appropriate rights for the user.
[ ] Install the Esmeralda 2.0 JAR
