Update URL and Ansible Lint version #2

Main change is base_url: "https://micromamba.snakepit.net/api/micromamba" → "https://micro.mamba.pm/api/micromamba".

I also updated the version of ansible-lint and made the requested changes.

@atrawog, I haven't really done anything lately with Ansible. Would you be able to sanity-check these changes for me? Thanks!
