Error when --partitions is higher than the number of input features #17

Either we:

Let dask geopandas pick its own number of partitions
Count the number of features and divide by 2 (?)

Do we even need to have the --partitions parameter? It's confusing as it controls an intermediate behaviour, and not the output, except to allow users to specify a number that leads to an exception...
