merge this with hopes and prayers as github provides no good way for someone to one-off test actions

also a secret is needed, similar to managarm/managarm

Well, GHA does allow testing on your own fork, right? The secret is org-wide and should work here.

I did test it on forks, but the output step and condition wasn't tested
