ANSIBLE_STDOUT_CALLBACK="skippy" -> ANSIBLE_DISPLAY_SKIPPED_HOSTS="0"

Both docker & vagrant part
Skippy stdout callback is deprecated (see: https://docs.ansible.com/ansible/latest/plugins/callback/skippy.html)
Check for displaying issues, especially during release/deploy, with custom stdout callback
