Add procdot.vm #952

This closes https://github.com/mandiant/VM-Packages/issues/162

This PR also requires https://github.com/mandiant/VM-Packages/pull/949 to be merged first as it is a dependency of this tool, as well as https://github.com/mandiant/VM-Packages/pull/981.

Added some updates to include automatically adding a config file (if one doesn't exist), which will automatically set the paths to graphviz and WinDump, as well as skip some annoying initial pop-ups that occur when opening the tool.
