Updates copyright across all source files to list the year the file was introduced in adherence to Google's policy. Additionally, changes regex to address any arising linter violations.

closes issue: #1926

@mr-tz it's failing the linting check i wonder what could be causing it to return the copyright is not present , maybe the regex in the flake8.ini not updated to handle the the linter violations ?

okay cool will make changes in the flake8.ini file to reflect the changes in copyright across all the files
