Installation is going on, but logging shows many lines of "[NuGet] Access to the path 'C:\Windows\System32\WebThreatDefSvc' is denied" #466

With the closure of issue #461, I restarted the installation again, and it seems going well so far. While the installation is still ongoing and the terminal says installation for some package are completed, many lines of the message below were displayed for each package:

[NuGet]: Access to the path 'C:\Windows\System32\WebThreatDefSvc' is denied.

Should I be concerned about this (repeated) message?

I'm unsure where this stems from. Do the tools work as expected?

Unfortunately the installation on Windows 11 didn't complete - it seems stuck in a restart-installation-restart cycle. I had to terminate the installation.

Again - same for me, exactly.

Again - same for me, exactly.

For now I decided to give up on Windows 11. I did have some success with the installation on Windows 10 Build 19045 with cli command only. It installed 68 packages, but failed to install 51 packages.
