Close bug reports that don't use the template automatically

We have received bug reports in the last time that do not use the bug report template and do not include all the required information. I would like to help people that have issues installing flare-vm. But issues that do not provide all the information we need to be able to help only make us waste time, as we need to ask for the missing information and wait for it until we can help.

I purpose that we use GH actions to identify this kind of issues and close them automatically with a comment that links to the template to use.

Maybe it is enough if we:

• migrate to issue forms
• Add a form for features ideas and discussions
• Set the setting blank_issues_enabled to false to not allow to use blank issues
