What are the differences between this package and `@angular-devkit/build-webpack`? #401

@manfredsteyer - This may not be the right place to post such questions, but I am unaware where else to post such questions.

What are the differences between the ngx-build-plus package and @angular-devkit/build-webpack package? From my perspective, both packages seem to be achieving the same goals.
