Allow highlighted text to form comment #2

I hoped that if I highlighted some text, and then pressed cmd-shift-c (Mac), it would make a comment with the highlighted text as the comment. But instead it replaces it with the standard comment text 'comment'. Could this behaviour be changed, please?
