Not to be able to drive when handcuffed.

This isn't a bug, just like in real life you wouldn't need your hands to accelerate a vehicle, nor do you actually need your hands to steer, in this instance when handcuffed you can drive but note there will be a huge difficulty turning since you'd be using your "knees".
