As discussed in #35, this PR:

Adds a Dockerfile which builds the project into a container
Adds a docker-compose.yml file which allows you to launch both client and server containers
Explains how to get started in DEVELOPERS.md
Adds a pre-built container using the Github Container Registry and Github Actions
