Removed python_interpreter from the repo as well as test environment. I kept the aws/s3 stuff because it is used in the Makefile and the docs, which people may technically use. I also added the docker images as an option, which defaults to the latest, 1.6. (Sourav, if you're wondering why this is 1.6 and not 1.5, Rajendra found a issue with dask and we bumped the version).
