Implement minimum deposit & enforce withdrawal period regardless of positional size #8

For withdrawals above a certain percentage of the total liquidity in the pool, there is a 14 day period cooldown, instead, we should enforce this across the board regardless of size.

A minimum deposit amount should similarly be placed.
