Switch to broadcasting all updated answers in a bet

This update addresses the issue where multiple choice answers were being broadcasted one-by-one, potentially leading to inconsistent states where answer probabilities don't add up to 100%.

Changes include:

• Added a broadcastUpdatedAnswers function in backend/shared/src/websockets/helpers.ts to handle broadcasting an array of updated answers.
• Updated the broadcastUpdatedAnswer function to use broadcastUpdatedAnswers.
• Modified the client-side code in answers-panel.tsx to subscribe to the new updated-answers topic and update the state with the new answers accordingly.

This ensures that all updated answers are broadcasted together, maintaining consistency in the bet panel.
