Access hazard layers via WMTS

Good day Sir! I am MIkko from PRC and I would like to request access the UP NOAH Data for the whole Philippines for data on flood (5, 25, 100 yr return), Storm Surge (SSA1-SSA4), Landslides. This would help us mainstream UP NOAH to all volunteers and chapters in the Philippines. Merry Christmas Sir!

Got this @ockim16. @rukku let's talk how we can create tiles for PRC. Was thinking we create vector tiles and host it via Mapbox.

OK, here's a proposed process.

1. Build vector tiles for each hazard type using tippecanoe. We can loop through each province and update the vector tile.
2. Upload and style using osm-ph's Mapbox studio account (cc @seav @govvin).
3. Share the ArcGIS tiles URL to @ockim16.

@rukku I think you mentioned this before, but can you remind me again what are the ph* files in the lipad dataset and how is it different from those with watershed name prefixes?

I'd have to ask some LiPAD people later for the definitive answer but I presume those are index files. The areas should be regular grids instead of watersheds for the ph* files.

@ockim16, I'm working on the yolanda corridor 100yr flood ATM. The main issue with tiling is that the data has so much detail and it won't fit into low zoom tiles. The best option is to only render the tiles beginning zoom12. See it in action below.

You will noticed that once the viewer zooms out of zoom 12, the layer will not show anymore. Does your use case requires viewing the data lower than zoom 12? If so I need to strategize further how we can simplify the data at low zooms.
