Default the IC project in ST plugin when creating a new service #285

Currently, the ST plugin only defaults the IC (project) when creating a new 
service if an IResource is selected.

It would be preferable to default the IC to also for IJavaProject, 
IJavaElement, IPackageFragment.

Basically whatever file that is selected in the explorer or navigator should be 
used to indicate that the eclipse project it belongs to should be the default 
IC in the "create new service wizard".
