Ensure that cxf.xml is not picked up by cxf-module as it should only be 
considered by the jaxws test consumer.

Solution: 
1. Rename cxf.xml => cxf-test-consumer-config.xml
2. Inject it in the consumer, rather than it is picked up by default as in case 
of cxf.xml
