6 years ago I think wiring_private.h is now called stm32l4_wiring_private.h. that file is part of the core files that get installed when you install the dragonfly support into the Arudino IDE.
you might want to consider some of the teensy boards, e.g., T3.5, from pjrc.com. it has a much more active forum for answering your questions about teensy products https://forum.pjrc.com/forum.php
