1 week ago I am also encoutering this issue on a PinePhone Pro, both with beta16 and with beta15 (I tried it after the first one failed).
After rebooting, I appear to be able to enter the plasma workspace, but the functionality is truncated: no apps, cannot load the reboot screen etc.
