Rework uinput for steam-manjaro

Right now we only support the steam controller in steam. Since there are a few more I would like the have an external package, just for this - to make them work without a steam update every time a new controller needs a special rule. (And also to have the rules added without the need of steam)

With this in here we support for

• Steam controller
• PS4 Dualshock +slim
• Nintendo Switch Pro Controller
• Some Razer, Madcatz, others
