Creates more than 2 spires #106

What steps will reproduce the problem?
1. Set a large amount of air units
2. Set 3/3 upgrades
3.

What is the expected output? What do you see instead?
I expect 2 spires, instead, after a while, I see 6 or 7 spires.

What version of the product are you using? On what operating system?
