Implement economy values as deadline targets #108

Currently the user may only specify units, buildings, and upgrades as targets. 
This request is to add functionality for economy values as targets.
+ Mineral bank
+ Gas bank
+ Mineral income
+ Gas income

User story:
"I want to know the most time-efficient way to achieve a particular economy 
setup along with my preferred units."

Currently to achieve this goal the user must specify a "# drones" value to 
"mock up" an economy-friendly build; however, the "# drones" value is an 
imperfect representation of economy.

Probably want to add number of larva to the list.

And maybe some way to keep second best build orders, or to rate build them, 
based on the items on the list discussed above.
Example (sorry I don't remember the exact details):
I started some long simulations (I think 15 mutas, or something in that are) on 
two different computers. On the second one, i forced a waypoint (queens, or 
drones, not sure, but not too relevant.
After a couple of hours, the first machine produced a relatively low drone 
build, that was about 3 seconds faster than the second. The second, however, 
had like 10 more drones, 400 more mins, 300 more gas, 7 more larva. 

Now this may not be a decent goal (maybe except on island maps), but in 
realworld, i'm pretty sure most players would go for the 3 seconds slower 
build, as it has huge economic benefits. 
Also I understand that the simulation didn't run for too long for me, but it 
would be nice to have not only the fastest rush to X, but also "fairly fast X, 
with a decent economy".
Maybe a setting, like a slider, for the user to choose a bias for speed or econ.
