Waypoints with a single upgrade and no units are ignored #122

What steps will reproduce the problem?
1. WP0: Metabolic Boost, Deadline 10:0
2. Final: 6 Zerglings
3. Start

What is the expected output? What do you see instead?
A build with 6 zerglings and speed is expected.  With only one upgrade selected 
for the waypoint, the waypoint is ignored.  Build output is for 6 zerglings 
only.

What version of the product are you using? On what operating system?
v0020, Windows 7 x64

Java Version 6 Update 22 (build 1.6.0_22-b04)

Please provide any additional information below.
Adding any number of any unit or another upgrade in the same waypoint causes 
that waypoint to function normally.

I'd like to add that both 0.19 and 0.20 are actually ignoring waypoints 
wholesale. Not just those with upgrades.

WP0: Spawning Pool, Deadline 3:00 ... Ignored, turns up after 3:00.
WP1: 1 Roach, 2 Bases, Deadline 4:00 ... Ignored, program does what it likes.
WP2: 4 Roaches, 3 Queens, Deadline 6:00 ... Output shows this as WP0 then 
continues to the Goal.

If you delete your seeds file and retry, it will work correctly.

They should be in a folder in the same directory as your 
evolutionchamber-version-0020.jar file.  Deleting my seed files had no effect.

o.O I had it on the root of my flash drive so I didnt notice the etc folder 
amid my other 100 folders or so lol. Yeah I stuck v0020 in its own directory 
and left the etc folder behind and it fixed my lair tech problem. 

Its now happily calculating its way to the fastest possible lair after going 
12hatch, a build I'm particularly fond of ^^
