"Bases" requirements ignored in waypoints if no other requirements present #131

What steps will reproduce the problem?
- Set "Bases: 2" as the requirement in any waypoint besides "Final".

What is the expected output? What do you see instead?

- Should require a second hatchery
- Ignores the input entirely
- If you add "Zerglings: 2" to the same waypoint, it 

What version of the product are you using? On what operating system?

- Windows x64, version 20

Please provide any additional information below.

- Looking at the code, it seems that it's now impossible to require a 
*completed* hatchery--evolving hatcheries count as "bases".  This can be worked 
around as the user, but it is probably suboptimal.

Regarding my last sentence: I'm getting inconsistent results, so ignore 
it--I'll open another ticket if I figure out exactly what I'm seeing.
