Tech buildings should be delayed as much as possible #162

eg, If I want 6 banelings at 5:45, there is no reason to waste a drone on a 
baneling nest until I have enough resource to simultaneously morph 6 banelings 
upon completion.

Even though this is obvious, the algorithm took 2 hours to realise this.

I guess this is just a general rule to keep a drone mining until a building is 
required. I am getting build orders where idle buildings like Extractors and 
Roach Warrens get built but don't get used for the next 60 seconds.

I think that this is just a result of how Evolution Chamber works.  It starts 
by generating random builds.  It rates each build depending on things like time 
and minerals used.  It then takes the builds with the highest rating, combines 
them to form new builds, then rates those builds.  It keeps repeating this 
process until you tell it to stop. :)

So there may be times when it produces a "WTF" build, but you never know when 
it might come up with something really good.
